Lukashenka signs secret decree on plants

The dictator signed a number of decrees to stabilise the financial state at large industrial facilities of the country.

Under decree No.280, Minsk Tractor Plant has the right to issue bonds worth not more than 150 million dollars, BelaPAN reports.

In accordance with decree No.282, Minks Tractor Plant received the right to postpone the payment of a 59.5bn ruble VAT debt until October 22, 2015.

The decree says the funds available due to the delay must be spent by the plant on replenishing working capital.

Lukashenka also signed a decree on issuing state aid to Gomselmash, an agricultural equipment giant.

Under decree No.281, the Ministry of Finance is ordered to issue bonds worth $425.8 million that are expected to be bought by commercial banks. Under the decree, by August 7, companies of Gomselmash group must receive budget dollar-denominated loans with the payment 7% interest rates every quarter from the resources of the republican budget received from the bonds.

Under the decree, the budget loans are expected to be paid off from 1 July 2016 to 30 June 2022 not less than 50 million dollars annually (not less than 25 million dollars in 2016).

It's worth noting that Aliaksandr Lukashenka also signed partially classified decree No.284 that provides for the measures aimed at “stabilising the financial and economic state of certain industrial facilities”.

Eight paragraphs of the decree are labelled “for official use only”.

The variant of the decree open to the public contains the measures providing for increasing Belarus' internal public debt by 9 trillion rubles. It is also planned to increase the government-backed debt by 7 trillion rubles.
