US Extended Sanctions Against Lukashenka

The decision to ease the sanctions against Belarusian enterprises is to stay valid until October 31, 2016.

“The US Treasury, taking into account and in coordination with the US State Department extends the permission for carrying out transactions with Belarusian enterprises, which are on the sanctions list according to the Decree of the US president № 13405. This permission does not release the blocked property of these enterprises,” – the statement of the US Treasury reads, BelaPAN reports.

The sanctions against a number of Belarusian enterprises had been imposed by a decree of President George Bush as of June 16, 2006 in connection with human rights violations in Belarus, and were extended since then periodically.

The sanctions list included Belarusian Oil Trade House, Belneftekhim, Belneftekhim USA, Inc, Belshina OAO, Grodno Azot OAO, Grodno Khimvolokno OAO, Lakokraska OAO, Naftan OAO and Polotsk Steklovolokno OAO.

On October 29, 2015 the US Treasury passed a decision on partial easing of sanctions for half a year (until April 30, 2016), authorizing transactions. At the same time, when the sum of a deal is over $10,000, US citizens are to inform the Office of Foreign Assets Control of the US Department of State.

“We encourage the Belarusian government to do more to improve its record with respect to human rights and democracy,” – said the State Department spokesman John Kirby on October 30 at a briefing in Washington.

In early November 2015 Minsk was visited by two deputy assistants of the US Secretary of State: Bridget Brink, Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs, and Robert Berschinski, Deputy Assistant Secretary in the Bureau of Democracy, Human Rights, and Labor. They said to journalists that the US could renew sanctions in case the human rights situation in Belarus deteriorates, expressing a hope that Belarusian-American relations would improve.
