‘That’s Sign Of Cowardice’

A lawyer commented on the possible closure of borders for military-age Belarusians.

Belarusians of military age may be banned from leaving Belarus. Charter97.org obtained this information from two unrelated sources.

The Belarusian regime is going to impose a foreign travel ban for all citizens subject to military draft. A lawyer, on condition of anonymity, commented to Charter97.org on a possible initiative of the authorities:

“Indeed, the restriction on the departure of conscripts existed before, but could be imposed by the military commissar against individuals as a preventive measure before the search for the "escapist", that is, criminal prosecution. The massive nature of the restriction of freedom of movement is a gross violation of the rights and freedoms of the individual, which resembles the system of law that exists under any form of government that operates unjustly and lawlessly — tyranny.

The lawyer believes that if such an innovation is introduced, it will mean a violation of the Constitution:

“Article 63 of the Constitution states that “the exercise of the rights and freedoms of the individual provided for by the Constitution may be suspended only under conditions of a state of emergency or martial law in the manner and within the limits determined by the Constitution and the law.”

Such restrictions will mean a violation of the fundamental law of the country without the introduction of a state of emergency or martial law since Article 30 of the Constitution of the Republic of Belarus gives citizens of the Republic of Belarus the right to "leave the country and freely come back".

The Lukashenka regime, as befits a real tyranny, deprives its own people of their rights – methodically and cowardly, so as not to cause a sharp reaction of the international community and at the same time avoid a wave of public discontent.

If such restrictions on freedom of movement are imposed by the government of Belarus, this will mean the introduction of martial law in the country.
