Anti-sponger draft decree submitted to the Council of Ministers

The document specifies who is obliged to pay tax.

The draft decree on stimulation of employment of citizens is submitted to the Council of Ministers of the Republic of Belarus.

Today Mikhail Rassolka, the Head of the main Tax Administration of Natural Persons of the Ministry of Taxes and Duties, told journalists, BelTA informs.

Now the Council of Ministers approves the draft decree with other bodies in the prescribed manner. After that the document will be submitted to Lukashenka for consideration.

Michail Rassolka tells that the draft decree clearly specifies who is subject to pay tax and who is not. Parents with kids, disabled people belong to the latter point. Ministry spokeswoman stressed that the Decree was intended to eliminate the practice, when able-bodied citizens officially unemployed, get shadow income, do not pay taxes and enjoy all social benefits provided by the State.

Earlier it was reported that the document said that able-bodied citizens not paying taxes during six months were subject to pay 20-basic-unit fee once a year. Administrative responsibility will be provided for failure, late or incomplete payment of the fee.

The Ministry of Internal Affairs proposed to arrest and fine the unemployed. After Aliaksandr Lukashenka's approval Decree was developed by the Ministry of Labour and social protection.

Members of the Government warn that the fee does not legalize backdoor salaries or grey business. If tax inspection finds out facts of profit then there will be applied additional sanctions.
