Citizens to pay 80% of cost of roads to private houses

Construction of engineering and transport infrastructure in micro districts of private house building is to be carried out at the expense of citizens.

It was said by the chairman of Minsk regional executive committee Syamyon Shapira (Semen Shapiro) at the meeting with dwellers of Minsk region, BelTA reports.

Most of the people who attended the audience with Shapira asked to build of engineering and transport infrastructure in micro districts of private house building. Earlier it was the state that was building roads and power supply lines at the expense of the budget. But in recent years there was not enough money allocated for roads and networks, and entire settlements with houses without electricity and roads emerged in Minsk region. Citizens could pool some money for power lines, but it had not been envisaged by statutory acts.

Now the situation is changing radically: the majority of the money is to be paid by people themselves.

Syamyon Shapira attracted attention to the fact that 24,000 individual houses are being built in Minsk region, and construction of about 4,000 of them is almost completed. However, there is not enough budget money for infrastructure to them, that is why citizens should participate in their financing as well.

“We need about 2 bn to construct utilities for houses being built in Minsk region. The Development bank is allocating a credit of Br400 mln for these aims now, this money is to help make the infrastructure cheaper by 20%, but the rest is to be paid by the owner of the house,” he said. The exception is to be made for families with many children. As said by the chairman of Minsk regional executive committee, their expenses for construction of infrastructure are to be compensated by the budget.

Summing up appeals on this issue, Syamyon Shapira noted that the problem should be solved honestly, transparently and justly. “The plan of action should be the same for all. Not only problems of citizens who were received by us should be solved. It would be unjust for others to make a power line to the village only because they saw us,” he said.
